I've never seen a model that does feather tickling correctly, so I made this as a quick test. Honestly works better than I expected. It pretty reliably generates one or two big feathers, but it's not great with placement/posing on its own. I recommend combining it with the "Tickle Torture" LoRA in the suggested resources. This LoRA handles the feathers, while the Tickle Torture LoRA makes the tickling more convincing.
