PE Synopsis: Kingdom of Italy

Even though Italy was among the victors of World War I, the country was thoroughly unstable, Italy had accumulated astronomical debt (158.8% debt to GDP ratio), with unemployment skyrocketing due to the demobilization of wartime industries and returning soldiers with no jobs to go to. The final insult came when Italy did not receive most of the promised territory signed in the Pact of London of 1915, especially along the Adriatic coast after American mediation. Combined with a strong irredentist movement which is a legacy of the Risorgimento (Italian unification) in 1861, which was still considered incomplete; the Italian people felt disillusioned by their inability to unify Italians across Europe. Indeed, the Italians labeled their victory in World War I a "mutilated victory", known in Italian as "Vittoria Mutilata". As a result, Italy became fertile ground for extremism. Initially, the Communists appeared as the strongest contender; however, the Italian Socialist Party (PSI) was too paralyzed by internal division to execute any meaningful decisions. Despite strikes being resolved peacefully, the fear of a communist revolution remained. From this radical post-war climate, fascism emerged. While it initially had many left-wing tenets, Benito Mussolini pivoted decisively to anti-Bolshevism in 1920. From there, fascism, as conceived by Mussolini, became an extreme, dictatorial, and hierarchical ideology. It borrowed traits from military dictatorships, used violence liberally, and positioned itself at the vanguard of vague nationalistic ideals often casting an out-group as the source of Italy's problems. Mussolini employed a paramilitary organization known as the Blackshirts to violently suppress his opposition. In a fatal mistake on 15 May 1921, the liberal government under Prime Minister Giolitti sought to placate the fascists by inviting them into his electoral coalition. This granted fascism institutional legitimacy, and Mussolini walked into the Chamber of Deputies alongside 35 other fascist MPs. After a brief, ill-fated anti-fascist strike (Sciopero legalitario), Mussolini and his Blackshirt paramilitaries finally marched on Rome on 29 October 1922. Facing a paramilitary force of roughly 30,000 Blackshirts and fearing a bloody civil war, King Victor Emmanuel III capitulated.
