Jessica from The Familiar of Zero. She first appears in season 1 episode 7. LoRA works best with scale set around 1.0.

The “zero no tsukaima” prompt will occasional give her pink hair. The prompt can be removed (not recommended: this will change the art style to something more generic) or the better option is to add “pink hair” and “ louise francoise le blanc de la valliere” to the negative prompts for greater accuracy.
