Concept - Elite Bandit Faction Leader

The man before you is Walter Cheng, bandit faction leader that controls the south eastern portion of Outlaw Country...or at least that is the name he goes by now. About a year and a half ago, his name was Zhou Biao and he served as military intelligence officer for the Sinoan government. At that point, he had been an officer for four years, serving honorably and with distinguishment. This was primarily due to his strict upbringing and equally strict military training. Zhou Biao was a no-nonsense robot of a man. After being awarded the Red Star Mark for his wildly successful efforts to release pro-party propaganda in an adversarial country, and those efforts also helping to elect a pro-Sinoan Prime Minister, several of his peers took him luxury resort and casino in the secure norther region of Outlaw Country. Zhou Baio protested at first, but once his superior officer gave his blessings, Zhou Biao relented and accepted the offer. Once arriving, he felt like a pilgrim traveling through an unholy land. Lust, greed, and oafishness surrounded him. Once his group made their way to their accommodations, one of them suggested they should pour strong drinks before a night of gambling. As drinks were poured, mixed, and served, Zhou Biao sheepishly accepted his. He was surprised by the taste. It wasn't so much like alcohol, but rather a light fruity drink with an aftertaste he couldn't quite identify. Afterwards, his party left their accommodations and made their way towards the casino grounds. As they approached, Zhou Biao began to feel slightly dizzy, lightly loosing his footing every other step. While growingly inebriated, Zhou Biao politely excuses himself from his peers and makes his way over to the restroom. As he approaches, Zhou Biao feels increasingly nervous and begins to sweat profusely. He knows that his actions are irrational, but with each moment passing, his surroundings begin to fill with people looking at him, judging him. He panics and looks over to his friends, who have congregated around a poker table. They are hugging on one another, laughing wildly, with two staring at their own hands like they're foreign objects. Zhou Biao knows something is wrong and his only thought is to return to his hotel room IMMEDIATELY. He ran back to his room, with the intensity of an escaped criminal evading a police search party. By the time he arrived and safely entered the room, his anxiety was as great as he remembered showing bad grades to his stern parents. He is also experiencing mild visual hallucinations. Colors would change in intensity, couches would slightly pulsate, as if breathing, distant laughter from voices he's never heard before would come from impossible sources, like tea glasses and toasters. Zhou Biao now knows he must have been drugged, but by who? Foreign adversaries? His own peers? They were acting silly around the same time he began to feel symptoms. The best plan Zhou Biao has at the moment is to shut off the lights, lie down in bed, try to control his breathing, and think back to the pillars of strength in his life: His family and his military service. Over the next five hours, Zhou Biao looks back on his life, looking for strengths to draw upon... ...the hallucinogen he consumed had a different plan... As Zhou Biao began to look back on these pillars of strength, he began to have questions. Questions about his parents and their methods. Why were they so strict? Why didn't they show the warmth and affection that the parents of his classmates would show at public functions? Why was their praise mostly tied to scholastic performance? He thought back to his career as an intelligence officer. Zhou Biao never once questioned an order. Should he have? Were there ever orders he would consider refusing? On what grounds WOULD he refuse those orders? When was the last time he took personal time off? HAS he ever taken personal time off? The more he looked to these pillars of strength, the more they looked like chains, meant to keep him down. Before this trip, he has never left his homeland for personal reasons. Always for work. For the first time in his life Zhou Biao began to question the very foundation of his life...and his only regret is that he never did it sooner. Now liberated, Biao rushed to find a way to abandon his old life for something new. A torn shirt, a sensible amount of his own blood (safely extracted, of course), a steak knife from the kitchen, and a note that reads "Zhou Biao is dead and the rest of you are next!" were left in the hotel room. With all his possessions and the remaining valuables left by his former peers, Biao trades his given name for a new one: Walter. The full name being Walter Cheng. Given his time in military intelligence, Walter was no stranger to creating new identities and acting upon them. With this new identity, Walter began taking on skilled work for a mid-level bandit leader. His intelligence efforts aided his current bandit employer greatly. In time, Walter began seeing problems and inefficiencies with his employer. Walter would take advantage of these inefficiencies and would ultimately stage a coup and usurping power for himself. Walter ran his new gang with strategy and efficiency that rival groups could not match. Soon, they would be defeated and absorbs into Cheng's criminal organization. As time passed, Walter Cheng would find himself controlling around 12,000 sq km area that can fulfill most of their needs. Walter Cheng enjoys peaceful trade and dialog with the other bandit faction leaders and participates in peaceful dialog with his peers...after all, they are aware of his previous experience in espionage and counter-intelligence. Walter Cheng is not a man you want mad at you, for any reason. Despite all this, Walter's personality is completely different. One stiff, rigid, and robot-like, now Walter is loud, gregarious, and can always be found with a drink in one hand and a lit cigarette in the other. He especially has a good relationship with Arthur Poindexter, after foiling an assassination attempt on Poindexter's life. "You see this guy here?! This here is WALTER CHENG!!! If this man asks for a drink, you give two of them and you do it yesterday! Walter, if you need anything, ANYTHING, please don't hesitate to ask. Here, take this card. I put a few thousand credits on there to get you stared for the evening. When you have your fill, join me and the girls in the top level. We'll have drinks and charcuterie, then dinner at 8pm!" Save one nerd's life and you get to act like a king, in his casino, on his gambling account? That's a damn good deal! Walter Cheng is finally living the good life, and all it took was a little bit of "five hour hallucinogen-driven soul searching."
