東京都台東区寿に本社を置き、ビーチサンダルをひとつひとつ丁寧に、昔ながらの製法で手作りをしている株式会社TSUKUMOが制定。 日付は8月の8を「ビーチ（Beach）」のBに見立てて、3日を「サン（3）ダル」と読む語呂合わせから。日本発祥のビーチサンダルを常時生産している唯一の企業として、ビーチサンダルをより多くの人に履いてもらい、足元から夏を楽しんでもらうことが目的。記念日は2017年（平成29年）に一般社団法人・日本記念日協会により認定・登録された。
