The ORP, or Outer Ring Protectorate, is not exactly a nation in the typical sense. It's officially a police and government services subscription program. If you own an asteroid somewhere in Outer Orbit, you can pay a membership fee and the ORP will provide police, ambulance, and emergency rescue if needed. However, there's also a large swath of Outer Orbit territory where the ORP is just the government. They make the laws, run the infrastrucure, and print the money. And they're happy to expand this region by force at times, such as with the smaller nation known as the Red Banner Republic, which they subsumed after a brief military conflict.
