Shining Armor and Starlight Glimmer's cutie marks are glowing though 2 things. One, Starlight's coat color was changed sadly, one of the many downsides of AI. Two, Starlight's cutie mark is glowing fainter because I believe that she is from a distant branch of Twilight's family.
