Exploding Clothes / Torn Clothes for Pony+IL

Illustrious release notes:

Technically a V2, did lots of testing and pruned a bunch of tags to help increase the effect. Works well at tearing up clothes, takes a little more prompting to get the same surprised look in Illustrious.
