I think that there should be more of a thing where more focus is put into the worldbuilding for that kind of thing? I think that Konoha would be ostensibly a Fire Nation colony, and that the different elements would be more spread out or something? This kind of functions with the “Earth Kingdom” functionally being a bunch of separate polities, and the Foggy Swamp People implying that there’s more Water Tribes than the main two (also there’s the Sandbenders, who may or may not be Airbenders, but we’re going with Earthbenders here. Maybe there’s some additional Airbenders in there, the Hidden Villages would probably have more racial mixing going on) so we can just increase the amount of those.
