Sometimes, these Surface Leave Barracks, as they're called, will hold fundraisers to get certain amenities put in, like pools. Generally, the kind of people in these barracks are those who are too poor to afford a weekend somewhere else, so on top of the general disappointment of being required to spend a weekend in what's pretty much a really boring hotel, there's also a higher risk of petty crime.
