[Term prompt] McNamara Fallacy

(As a short note: Project Europa is still ongoing, but I was rather busy IRL, hence the further delay. To show that I’m still present on this platform, I decided to create this term prompt.) Robert McNamara was considered a genius; at the time, he was the youngest assistant professor at Harvard University, teaching accounting and statistics at age 24. McNamara came of age when the first programmable computers were being released, reshaping how the United States would handle complex statistics. When the United States entered World War II after Pearl Harbor, McNamara joined the U.S. Air Force as a statistician and brought efficiency to U.S. Air Force logistics. This included sortie rates, fuel consumption, payload productivity, and efficiency. Conventional strategic bombing failed in Japan due to the high altitude, and it was McNamara who helped Curtis LeMay author the strategy of incendiary bombing, which destroyed about 60% of Japan’s urban areas since the buildings were mostly made of wood. The numbers on the ledgers suggested success, and McNamara developed a disdain for the military (except for LeMay) since the U.S. military was uncooperative with statistical work. Nonetheless, McNamara got the impression that he was conducting military operations correctly. During JFK’s presidency, after reading about McNamara’s genius in Time magazine, Kennedy hired him, and McNamara eventually became Secretary of Defense on January 21, 1961. This proved to be fateful, as JFK would increase U.S. involvement in the Vietnam War. McNamara, being a statistician, mostly decided to reduce the Vietnam War to just numbers. He focused on everything that was measurable and disregarded what could not be easily measured. Infamously, this led to success being determined by kill counting and payload delivery in order to find the elusive “crossover point.” All of this led to perverse incentives that made U.S. commanders prioritize killing over strategic objectives, including “search and destroy” tactics. The Viet Cong were aware of the U.S.’s focus on numbers and exploited this focus by not only filling the ideological vacuum but also conducting operations to mess with U.S. statistics, such as shaking trees to trigger U.S. sensors and feed false troop-movement intel, and using decoy radio chatter meant to be intercepted to feed false information. As a result, despite the United States having killed more Viet Cong and destroyed more buildings, the Vietnamese flag was raised over Saigon at the end, resulting in a victory for Vietnam. This was in spite of the fact that the U.S. was winning on paper. From this defeat, the term “McNamara fallacy” came to be: the mistake of making decisions based strictly on easily quantifiable metrics while ignoring complex qualitative factors (i.e., factors unmeasurable by numbers) like ideology, compliance building, etc., which in turn triggers Goodhart’s Law (“when a measure becomes a target, it ceases to be a good measure”).
