The Omnipresent Arcane City is a highly and transcendental mystical city which doubles as a fortress with it mainly serving as the primary base of operations for Lars, The Gentleman Magician Spy and the new headquarters of WHOOP. It is a Semi-Omnipresent City and has various countless unique qualities and traits. One of it's commonly showcased abilities is it's dimensional shifting which allows it to integrate into reality with this having been added and modified by Lars to allow Sam, Clover, Alex a sense of familiarity of Beverly Hills and not feel isolated with it also having a sub-effect of allowing the spies to temporarily gain a level of limited "Selective Omnipresence" only limited to Beverly Hills which allows them to exist simultaneously within the Omnipresent Arcane City and any/all places within Beverly Hills with any other place being restricted by Lars as if they all could use this power it would make Their missions too easy. Seamless transitions: The spies would no longer be inconvenienced by needing to rush to a specific location for a mission brief. With Selective Omnipresence, they could attend a briefing in the floating city and then immediately appear at a crime scene across town, all while it seems no time has passed in their normal lives. However in some cases, Lars grants them access to this ability in dire situations that provides a new layer of strategy to their missions. For example, if a villain was holding a hostage in Beverly Hills, Sam could appear in the villain's lair while Clover and Alex simultaneously gather intelligence at a different location allwoing them to coordinate with a level of speed and efficiency previously unavailable to them.
