I didn't know it, but they had a childhood promise. Chloe had proposed to Elara that they share a husband, something common in their culture. They were social outcasts, so they would look for someone strong enough to break down all barriers to protect them both and live together. And although she wasn't officially with Chloe yet, Elara was aware of it and afraid of getting hurt, both she and Chloe. Denial was a defense mechanism. Chloe and Elara worked together.
