Engineered from djinn stock, the messenger genies are the vital couriers who serve all of geniekind indiscriminately, flitting across the worlds and the planes bearing messages, gifts, treaties, letters, documents, and love letters between noble genies of the various realms. Oh, and also carrying stuff for any sha'ir (or noble backer of a sha'ir) that manages to get on their good side. They look similar to their djinn ancestors, but are extremely lean and slender; the magic that altered them made them super-hyperactive; they operate without sleep for 40 days at a time, before collapsing and spending a week asleep in a den hidden high atop a mountain or amongst the clouds - as soon as they wake up, they're off to another 40 day stretch of work. The downside of this alteration is that they only live 10-15 years, tops. Because of this hyper-activity, and the attendant shortened lifespan, messenger genies are bundles of nervous energy; they're always moving. Waiting is intolerable to them, and they invariably have nervous habits like pacing and finger-tapping. Being a messenger is thus not only a sacred duty in its own right, but a beloved task that gives them every excuse they need to be out in the world, seeing new things and exploring - their great fixation as a race. Messenger genies think that motion in itself represents progress and goodwill; slow or immobile creatures must be either evil, lazy, or corrupt. You can only imagine what they think of hobbits - sorry, halflings. This makes them very favorably inclined towards fellow travelers... so long as they are treated with the proper respect; the rude and ill-mannered will be punished by having their mounts crippled or their footwear ruined, whilst respectful travelers in need can expect to be helped out. Such is the psychological need to keep in motion of these genies that being tied up or otherwise forcibly held still is nothing less than a form of torture, which might even break their spirits enough to make them agree to undertake a mission for somebody they don't owe service to. Of course, you'd not only have to be a real sadist to do this, you'd have to be either very desperate or very stupid, considering what's going to happen to you. See, messenger genies truly do believe in the sacred duty of the messenger and the courier. They would rather die than reveal documents held in trust, and only magical compulsion will make them do it. Because of this, they are held in the deepest respect by all genies, and noble genies in particular, as the main beneficiaries of the messenger genie network, take offenses against them very seriously. 100 years of service in penance for assaulting one, and death for stealing from one, serious. You're not likely to be attacked by messenger genies; they have better things to do than pick fights. If somebody tries to attack them, they will run rather than fight, using daggers, throwing knives and hand-darts to discourage pursuit - their only concern is the protection of whatever they're carrying. They also carry a unique magical poison called bardan ruqad, which plunges the victim into a deep magical paralysis for 1d6+4 rounds, followed by a deathly slumber for 1d6 hours. It's normally used to deliver messages to particularly dangerous or unpredictable recipients, but they're quite happy to use it to defend themselves too. Also, they can use each of the following spell-like abilities, once per day, as a 9th-level spellcaster: aura of comfort*, clear path*, lighten load*, dimensional folding*, invisibility, haste, distance distortion, and shadow door. (Spells marked with an asterisk are from the Tome of Magic and can be replaced by dimension door, Leomund’s tiny hut, pass without trace, and strength.) And if you do mug a messenger genie and kill one, they can "send their spirits out on the wind", which basically means they can get off an unstoppable message to the nearest intelligent creature pleading for them to avenge the messenger's death.
